Rocky Mount City Manager Placed on Sudden Administrative Leave

ROCKY MOUNT, NC – In a surprising development, the City of Rocky Mount announced Thursday that City Manager Keith Rogers Jr. will be placed on administrative leave effective Friday, August 16th. Rogers, who assumed the role in March 2023, previously served as Town Manager of Dumfries, Virginia.

Peter Varney has been appointed as Interim City Manager and will be sworn in on Friday.

The city provided no explanation for the unexpected leave or its duration. The abruptness of the announcement has sparked speculation and concern among residents and city officials alike.

Local city employees and residents claimed earlier this week that four city council members were prepared to dismiss Rogers before the announcement of his leave.

The city’s previous town manager, Rochelle Small-Toney, also went on administrative leave at the beginning of 2022 under a cloud of controversy. Small-Toney eventually retired on February 28th, 2022. Small-Toney served as Rocky Mount’s city manager since July 2017. Varney also stepped in as Interim City Manager after Small-Toney’s departure.

As the situation unfolds, many are questioning the circumstances surrounding Rogers’ departure and the potential impact on ongoing city projects and initiatives. The city council is expected to address the matter at an upcoming meeting.
